Ukraine is entering winter amid intensified Russian attacks on critical infrastructure, Prime Minister Serhii Koretskyi said. He said the government was preparing for worst-case scenarios, including more difficult living conditions for civilians.

Since July 16, when parliament elected Koretskyi prime minister, energy facilities have come under attack every day, he said. A total of 2,147 strikes had been recorded by October 17, 2026.

Energy and water reserves

Koretskyi said Russian attacks had caused extensive damage to power transmission lines. The government is building equipment reserves, expanding distributed generation and supporting repair crews working to restore damaged facilities, he said.

The prime minister also said Russia was increasingly focusing on Kyiv’s water supply. Authorities are preparing backup power, reserve pumping stations and alternative supply systems, although these measures cannot fully restore normal living conditions.

Koretskyi attributed the escalation to Russia’s lack of major battlefield gains. He said Moscow was seeking to damage Ukraine’s energy system and economy and exhaust the population.

Government support for Kyiv

Assessing the capital’s winter preparations, Koretskyi said they could have been completed better, faster and to a higher standard. He said the government was taking responsibility for building protection and backup systems at some unfinished Kyiv facilities.

Koretskyi described cooperation between the government and Kyiv Mayor Vitali Klitschko as constructive. He also said the government had provided the capital with practical and financial assistance.
