Russia launched a ballistic missile attack on Kyiv on the evening of October 13. One person was killed and 21 were injured, Mayor Vitali Klitschko said.

A nine-storey residential building was hit in Desnianskyi district on Kyiv’s left bank. Fire spread from the first to the eighth floor, and residents were evacuated.

A warehouse building and a stadium in the district were also burning. Emergency services were deployed to the scene.

Strike on an energy facility

President Volodymyr Zelenskyy said the main target was Kyiv’s TPP-4, one of the capital’s key energy facilities. He said the plant was hit and a residential building was damaged.

Ukraine’s Air Force said the attack took place at about 22:40 Kyiv time and involved ballistic missiles; their number and type were still being clarified. The agency said no warning about the launches had been received from partners.

Zelenskyy said Ukraine’s systems detected the missiles only when they were effectively approaching the capital. Ukrainian intelligence, he added, reported that Russia was preparing further ballistic launches.

Attack extended across Ukraine

Russia also used drones against Ukraine throughout October 13, targeting Kyiv, Lviv, Rivne, Khmelnytskyi, Lutsk, Dnipro and Kharkiv among other cities. Reports from across the country included deaths and injuries; 25 people were injured in Rivne and four were killed in Kharkiv.

A ballistic strike on Kyiv the previous day also occurred before an air-raid alert was issued. Donald Trump and Ukrainian Foreign Minister Andrii Sybiha said the United States was continuing to share intelligence with Ukraine, while Zelenskyy said allies had not warned about the latest attack. The reasons for the missing warning were still being established.
