The Trump administration’s effort to negotiate an “energy ceasefire” between Russia and Ukraine has collapsed amid a renewed wave of attacks. Moscow reported a strike on an oil refinery in the Ryazan region, while Russia launched a large-scale attack on central Ukraine.
More than 360 Russian drones targeted infrastructure, transport and logistics facilities, and homes in Kirovohrad region. Three people were killed and six injured.
Ukrainian President Volodymyr Zelenskyy said Kyiv was resuming strikes on Russian oil refineries after briefly halting them to demonstrate its readiness for talks.
Strike on the Ryazan refinery
Regional officials said the refinery in Ryazan was targeted by 69 drones and four Flamingo cruise missiles. Moscow said the fire was caused by debris from a drone intercepted by air defences.
Zelenskyy also reported that four Su-34 fighter-bombers had been hit and two others damaged. Ukraine’s military said a Neptune missile struck an airfield in Russia’s Voronezh region.
Ships attacked near Romania
Romanian President Nicușor Dan said two Russian drones violated Romanian airspace and set fire to two chemical tankers in Romanian territorial waters near the Danube’s mouth. Rescue teams were searching for at least seven missing sailors.
Dispute over US support
Zelenskyy said Russia had used more than 850 Shahed drones while Ukraine’s defensive capabilities were being “artificially restricted” amid disruptions involving Starlink and Starshield terminals. UK Defence Secretary Wes Streeting said his US counterpart, Pete Hegseth, had assured him that Starlink access was restored, but the cause of the disruption remained unclear.
Trump declared an “energy ceasefire” last week, although Russia continued attacking Ukrainian civilian infrastructure. Ukraine said it would temporarily avoid strikes on Russian refineries, while also reporting that Washington had not provided advance warning of some Russian missile attacks.
A bipartisan group of US senators asked the Pentagon to investigate whether satellite and intelligence services had been deliberately restricted. Elon Musk denied throttling Starlink but said Zelenskyy should leave office.
