Ukrainian President Volodymyr Zelenskyy said Kyiv received no warning from its partners before Russian ballistic missile strikes hit the capital on Tuesday night. He said the main target was Thermal Power Plant No. 4.

Kyiv Mayor Vitali Klitschko reported that one person was killed in a strike on a high-rise apartment building. Apartments caught fire and residents were evacuated; 13 more people were injured.

Zelenskyy described the lack of warning as unfortunate but did not assign blame to a specific partner. He said intelligence about ballistic missile launches helps save lives.

Strike on Kyiv’s energy infrastructure

According to the Ukrainian president, missiles hit energy infrastructure on Kyiv’s left bank. Explosions were heard in central parts of the capital, and Ukrainian air defences failed to stop a high-speed missile targeting the city.

Zelenskyy also said Russia was preparing further ballistic missile attacks and urged Ukrainians to take care of their safety overnight and the following day.

Dispute over intelligence sharing

US officials had threatened over the weekend to suspend intelligence sharing with Kyiv. President Donald Trump said on Tuesday that sharing had not stopped, adding that the US was helping Ukraine and working with Kyiv and Moscow to end the war.

Ukrainian commanders say US intelligence is not needed to identify targets for deep strikes inside Russia, but is crucial for warnings about ballistic missile launches and long-range bomber takeoffs. Foreign Minister Andrii Sybiha said in Warsaw that cooperation with the US was continuing and that the lack of warning could be linked to a special type of Russian weapon.

Zelenskyy said Ukraine had not attacked Russian oil refineries or energy facilities during the two days after Trump announced an “energy ceasefire”. He said Russia had ignored the arrangement and continued attacking Ukraine’s energy infrastructure.
